Chap. 581.—An ACT to provide a charter for the Veteran cavalry
association of the army of northern Virginia.
Approved March 2, 1892.
Whereas it appears to the general assembly that an as-
sociation has been formed known as the “ Veteran cavalry
association of the army of northern Virginia,” whose ob-
jects are to cultivate a fraternal feeling among its mem-
bers, and as far as practicable to aid those who may need
assistance; to perpetuate the deeds and memory of fallen
comrades by the publication of a faithful history of the
operations of the cavalry of Lee’s army, and by the erec-
tion of an equestrian statue of General J. E. B. Stuart, in
or near the city of Richmond, and that the association
has been organized with the following officers, to-wit: Fitz-
hugh Lee, president; Wade Hampton, G. W. C. Lee, L. L.
Lomax, T. L. Rosser, M. C. Butler, R. McKim, T. T. Mun-
ford, R. A. Chew, T. S. Garnett, T. W. Sydnor, Philip
Haxall, P. M. B. Young, John S. Mosby, W. A. Smoot,
John Gill, B. W. Lacy, B. T. Johnson, W. H. Payne, John
Cussons, H. B. McClelland, W. P. Roberts, vice-presidents;
C. A. Taylor, secretary; E. A. Catlin, treasurer; and W.
J. Johnson, L. Levy, E. C. Minor, J. R. Werth, L. B.
Vaughan, Joseph Bryan, M. J. Dimmock, J. W. Gordon, A.
G. Babcock, J. W. Thomas, R. E. Frayser, and F. D. Hill,
who, together with the president, vice-presidents, secre-
tary, and treasurer, constitute a board of directors, with
W. J. Johnson, J. W. Gordon, B. W. Lacy, E. C. Minor, T.
W. Sydnor, and C. A. Taylor as executive committee of
said board of directors; therefore,
1. Be it enacted by the general assembly of Virginia,
That the said Fitzhugh Lee, and Wade Hampton, G. W.
C. Lee, L. L. Lomax, T. L. Rosser, M. C. Butler, R. M.
McKim, T. T. Munford, R. A. Chew, T. S. Garnett, T. W.
Sydnor, Philip Haxall, P. M. B. Young, John S. Mosby,
W. A. Smoot, John Gill, B. W. Lacy, B. T. Johnson, W. H.
Payne, John Cussons, H. B. McClelland, W. P. Roberts, C.
A. Taylor, E. A. Catlin, W. J. Johnson, L. Levy, E. C.
Minor, J. R. Werth, L. B. Vaughan, Joseph Bryan, M. J.
Dimmock, J. W. Gordon, A. G. Babcock, Joseph W. Thomas,
R. E. Frayser, and F. D. Hill, and their survivors, and
such others as they may associate with them, be, and they
are hereby, constituted a body politic and corporate under
the name and style of the “ Veteran cavalry association of
the army of northern Virginia,” and by that name and
style may sue and be sued, and shall be subject to all the
provisions and entitled to all the rights, powers, privileges,
and immunities prescribed by existing laws in so far as
the same are applicable to like corporations and the pur-
poses of said association, and are not inconsistent with
this act.
2. The said association shall have power through its
board of directors, seven of whom shall constitute a quo-
rum, for the transaction of any business; to make for its
government a constitution and such needful by-laws and
regulations as are not inconsistent with the laws of this
state; to provide for representation in its general meet-
ings, and for elections of members and officers; to increase
or diminish the number of its officers, to change their
designations, and prescribe their duties; to appoint col-
lecting agents, and to hold them to a strict accountability;
to require of its receiving and disbursing officers bonds,
with security, conditioned for the faithful performance of
their duties, and to make such regulations as may be need-
ful for the management and disposition of its property
and the due and orderly conduct of its affairs.
3. It shall be lawful for the board of directors of said
association to raise by individual subscription and con-
tribution such sums of money as may be necessary for its
purposes, and to acquire, by gift or purchase, a lot or par-
cel of land not to exceed ten acres, and to hold and im-
prove the same for the legitimate purposes of the ass0cia-
tion; such land to be held sacred to the purposes of the
said association as recognized in this act, and such kin-
dred objects as the association may from time to time
through its board of directors adopt, and which may not
be inconsistent with the laws of the state.
4. If the board of directors of the said association shall
so determine, then it shall be lawful for the said associa-
tion to erect the said monument to General J. E. B. Stu-
art on some public lot or square belonging to the city of
Richmond, as may be agreed upon: provided it shall ac-
quire the privilege of doing so from the proper authori-
ties, and it shall do so subject to such conditions as may
be stipulated for with the said authorities.
5. If from any cause the said association shall cease to
exist, and not be revived within a reasonable time, the
property which may be acquired by it within the state
shall revert to the commonwealth of Virginia, and be held
sacred to the purposes for which it shall have been origi-
nally acquired.
6. This act shall be in force from its passage.
