CHAP. 122.—An ACT to amend and re-enact section 8191 of the
code of Virginia, relating to attorneys at law generally.
Approved February 2, 1892.
1. Be it enacted by the general assembly of Virginia,
That section thirty-one hundred and ninety-one of the
code of Virginia, be amended and re-enacted so as to read
as follows:
§ 3191. How a person is licensed to practice law; cer-
tain licenses validated.— Any two judges of the courts of
this state, except judges of the county and corporation
courts, may grant a license in writing to practice law in
the courts of this state to any person who, on actual ex-
amination by such judges, shall be found by them duly
qualified, and who shall produce to them a certificate from
the court of the county or corporation in this state where
the applicant resides that, to the personal knowledge of
the judge of such court, or from the informaticn of cred-
ible witnesses testifying on oath before such court, the
court is satisfied that the applicant is a person of honest
demeanor, and is over twenty-one years of age. All li-
censes granted or signed by any judge of the supreme
court of appeals of this state since the fourteenth day of
January, eighteen hundred and sixty-four, shall be as
valid as if granted or signed by a judge of a circuit court
of this state. ,
2. This act shall be in force from its passage.
