Chap. 5.—An ACT to establish The Church Home of the city of
Norfolk,
Approved December 18, 1878.
1. Be it enacted by the general assembly of Virginia, That
Richard L. Page, N. A. Okeson, O. S, Barten, John B. Newton,
John N. Williams, A. LL, Seabury, Benjamin P. Loyall, Richard
C. Taylor, William 2B. Martin, W. Talbot Walke, Walter LI.
Taylor, Robert B. Tunstall, Richard IL Baker, William C.
Dickson, and Charles I Drummond, Jr., together with such
persons as may be hereafter associated with them, and their
successors be, and they are hereby constituted a body politic
and corporate, under the name and style of the The Church
Ilome, and shall be invested with all the rights, privileges
and powers conferred, and be subject to all the rules, reeula-
tions and restrictions imposed by the existing laws of Virgin a,
not inconsistent with the provisions of this act.
2. The said body politic and corporate is created for the re-
lief and benefit of such aged and infirm women of the conere-
gations of Saint Pauls, Christs, and Saint Lukes Protestant
Episcopal churches in the city of Norfolk, as may be needy and
worthy of aid and assistance, and for the further purpose of
affording relief and assistance to the needy or infirm women
who may be members of any and all other Protestant Episcopal
churehes that may be hereafter organized in the city of Nor-
folk.
3. The object of the said corporation being purely benevo-
lent, its minimum capital may be nominal only, but its maxi-
mum capital shall not excecd the sum of two hundred thousand
dollars, including the value of the real estate held by it.
4. The said corporation may acquire and hold by gift, pur-
chase or devise, such real estate in the city of Norfolk as may
be necessary or desirable for the accomplishment of the objects
and purposes for which it 1s instituted, and may accept and re-
ceive by donation, subscription or bequest, personal property
and money not exceeding the amount prescribed as its maxi-
mum capital by the third clause hereof.
5. The officers of the said corporation shall consist of a
president, secretary and treasurer, and board of managers,
which board shall be composed of nine members, unless other-
wise provided by the by-laws ; and the annual meeting of the cor-
porators shall be held on the first Monday in Advent, unless
otherwise provided by the by-laws.
6. The said corporation may make any and all by-laws, rules
and regulations, which may be deemed proper for the conduct
and management of its affairs, and shall have power through its
president, when authorized by the board of managers, to make
any contract which may be necessary and proper to carry out the
objects for which it is created.
7. It shall be lawful for the aforesaid The Church Home
to take and receive the legacy bequeathed by Sarah Balfour,
deceased, late of the city of Norfolk, by last will and testament
duly proved and admitted to record by the corporation court of
the said city, on the twenty-second day of July, in the year
eighteen hundred and seventy-eight, for the relief and benefit
of such aged and infirm women of the congregations of Saint
Pauls, Christs, and Saint Lukes Protestant Episcopal churches
in the said city of Norfolk, as may be needy and worthy of aid
and assistance, and the said The Church Home shall use
and apply the said legacy solely and exclusively for the relief
and benefit of the aforesaid aged and infirm women of the said
congregations of Saint Pauls Christs and Saint Lukes Pro.
testant Episcopal churches, and the transfer and assignment of
the said legacy, by the said executor, to the said The Church
Home shall be held and taken and be in all respects a full and
complete execution of the will of the said Sarah Balfour in re-
gard thereto.
8. This act shall be in force from its passage.
