CHAP. 203.—An ACT to authorize the county court of Montgom
ery county to employ a road foreman and force of hands t
open, change, or repair any of the roads of said county wher
the same is deemed necessary by the court.
Approved February 13, 1890.
1. Be it enacted by the general assembly of Virginia
That it shall be lawful for the county court of Montgomery
county, when in its opinion favorable contracts cannot b
made for the opening, changing, or repairing any of th
roads of said county, and when the ordinary labor is no
sufficient for the purpose, to employ foreman skilled in
road-making, and a force of hands, and to order such
work to be done by said foreman and force of hands at
current rates for such labor, ang shall have power to direct
said working force to be furnished with such implements
and supplies as may be necessary.
2. Such road foreman shall return a report to each term
of the court showing the names and number of hands
employed, the time and rate of pay of each hand, the
road or roads worked, amount of work done, and such
other matters as the court, by its order, may require to he
reported, and upon this report the court shal] make such
allowance for said labor as shall be just and reasonable,
and direct warrants therefor to be issued, payable out of
the county levy applicable to road expenses.
3. This act shall be in force from its passage, and con-
tinue in force until the first dav of January, eighteen
hundred and ninety-two.
CHAP, 204.—An ACT to epable the Southern improvement. com-
pany to construct, operate, and maintain one or more additional
lines of railway.

1. Be it enacted by the genera] assembly of Virginia,
That the Southern improvement company, a corporation
heretofore chartered under the acts of the general assem-
bly of Virginia, in addition to the powers and franchises
heretofore conferred upon said corporation, be, and it here-
by is, authorized to construct, operate, and maintain one
or more lines of railway between any points selected by
said corporation in the state of Virginia, in the counties
of Alleghany, Botetourt, Craig, Bath and Highland, or any
or either of them. Any railroad or railroads constructed
shall connect with some line or lines of railroad now ope-
rated by the Chesapeake and Ohio company.
2. For the purposes of said construction, operation, and
maintenance, the said Southern improvement company
shall have the right to acquire, by condemnation or other-
wise, a continuous tract of land not exceeding one hundred
feet in width, and such additional land as may be neces-
sary for side-tracks and depot grounds of said company.
3. Said company shall pay all taxes, dues, and demands
assessed against its property in lawful money of the United
States and not in coupons.
4. This act shall be in force from its passage.
