CHAP. 157.—An ACT to authorize the board of supervisors of
Elizabeth City county to borrow money by the issue of bonds
to rebuild the county bridge across Hampton river, to repair or
rebuild the court-house and clerk’s office of said county, and to
repair the public roads of said county.

Whereas the present county bridge across Hampton river,
in the county of Elizabeth City, is now dangerous to public
travel by reason of its dilapidated condition; and whereas
the court-honse of the said county is insufficient for the
public uses, and the clerk’s office thereof is insecure and
non-fire-proof; and whereas the public roads of said
county are out of repair and the ordinary road levy is
insufficient to placo the same in repair; and whereas it
being absolutely necessary for the convenience of public
travel and traffic that said bridge should be rebuilt and
the said public roads repaired, and for the due adminis-
tration of public justice that the said court-house and
clerk’s office should be rebuilt or repaired.
1. Be it enacted by the general assembly of Virginia,
That the board of supervisors of Elizabeth City county be
and they are hereby, authorized to issue bonds in the
name and on behalf of Elizabeth City county for a sum
not exceeding thirty thousand dollars, and to sell the said
bonds under such conditions as are hereinafter prescribed,
and with the proceeds of such sale to pay for building or
repairing the said court-house and clerk’s office, and
for repairing the public roads of the said county. ‘
2. That the bonds issued in pursuance of this act shall
be coupon bonds of not less in denomination than one
hundred dollars nor more than five hundred dollars each,
payable in not less than five years nor more than fifty
years from their date, and bearing interest, payable annu-
ally, at a rate not exceeding six per centum per annum.
The said bonds may be divided into series, payable at
different dates; they shall be issued in the name of Eliz-
abeth City county, shall be signed by the chairman of the
board of supervisors of said county, attested by the clerk
of the county court thereof, and shall have affixed thereto
the seal of the said board of supervisors.
3. That the said bonds shall not be sold for less than
the par value thereof, and the coupons for interest thereon
shall be redeemable in lawful money at maturity, and shal!
be receivable at maturity for all taxes and other debts due
to the said county of. Elizabeth City, except for school
levies.
4. That the form of said bonds and coupons shall be as
follows, to wit:

Be it known that the county of Elizabeth City, in the
state of Virginia, is held and firmly bound unto or
bearer, in the just and full sum of hundred dollars,
lawful money of the United States of America, with in-
terest at per centum per annum from the date hereof.
This bond shall be redeemable on and after the day
of , in the year , upon presentation at the office of
the treasurer of Elizabeth City county; and the interest
thereon shall be payable annually on the day of
at the office of the said treasurer, on presentation and sur-
render of the proper coupon hereto annexed, until the
payment of said principal sum. This bond is issued by
authority of an act of the general assembly of Virginia,
approved the day of , eighteen hundred and
ninety. This bond is transferrable on delivery, and for
the payment thereof the faith and property of the said
county of Elizabeth City is pledged.
In witness whereof, the board of supervisors of Eliza-
beth City county hath caused its corporate seal to be
hereto affixed, and these presents to be signed by its chair-
man and attested by the clerk of the county court of the
said county, this the day of , in the year .

The county of Elizabeth City will pay on bond number

interest due and payable at the office of the treasurer of
said county on the day of ,

5. That the board of supervisors of the said county,
and their successors in office, shall levy upon such sub-
jects of taxation as are now or may hereafter be liable by
law for the county levy, asufficient tax to meet the annual
interests on said bonds, and they shall also, in addition
thereto, one year prior to the maturity of the first series
of said bonds, and every succeeding year thereafter, levy a
tax sufficient to retire and cancel one of the said several
series of said bonds until the whole of the said bonds
issued by authority of this act are paid, retired, and can-
celed. The faith and property of Elizabeth City county
are pledged to the prompt payment of the principal and
interest of said bonds.
6. That all moneys realized from the sale of said bonds
shall be received by the treasurer of Elizabeth City
county, and accounted for by him. He shall be liable on
his official bond for the proper custody and disbursement
of the same, and shall be entitled to receive for his ser-
vices @ commission of one per centum upon the amount
of the proceeds of the sale of said bonds.
7. That the bonds and coupons issued under this act
shall be redeemable at the office of the treasurer of Eliza-
beth City county; and when paid by him, or received for
taxes or other debts, the said bonds and coupons shall be
marked paid and canceled.
8. This act shall be in force from its passage.
