An Act to amend and reenact §§ 1, 2, 8, and 6 of Chapter 648 of the Acts
of Assembly of 1964, approved April 1, 1964, which created indus-
trial development authorities in certain counties and cities, so as to
include additional governmental units, the selection of commissioners
and to establish the area in which such authorities may exercise their
respective powers.

Be it enacted by the General Assembly of Virginia:
1. That §§ 1, 2, 3, and 6 of Chapter 648 of the Acts of Assembly of 1964,
approved April 1, 1964, be amended and reenacted as follows:
. There is hereby created within each of the cities of Virginia
Beach, Danville, Roanoke, Suffolk, Franklin, and Bristol, * within the
county of Fairfax, within the county of Nansemond, within the county of
Roanoke, within the county of Washington, within the county of Halifaz,
for such county and the city of South Boston, and within the county of
Greensville for such county and the town of Emporia, a political sub-
division of the Commonwealth with such public and corporate powers as
are granted in this act to be known, respectively, as the city of Virginia
Beach Industrial Development Authority, the Danville Industrial Develop-
ment Authority, the Bristol Industrial Development Authority, the city
of Roanoke Industrial Development Authority, the Suffolk Industrial De-
velopment Authority, the city of Franklin Industrial Development Auw-
thority, the Nansemond County Industrial Development Authority, * the
Fairfax County Industrial Development Authority, the Washington
County Industrial Development Authority, the Halifax-South Boston In-
dustrial Development Authority, and the Greensville-Emporia Industrial
Development Authority, the Roanoke County Industrial Development
Authority, each hereinafter called the Authority.
§ 2. As used in this act the word “city” means the city of Virginia
Beach, the city of Danville, the city of Bristol, the city of Suffolk, the city
of Franklin, the city of Roanoke, the county of Roanoke, the county of
Nansemond, * the county of Fairfax, the county of Washington, the county
of Halifax and the city of South Boston, or the county of Greensville and
the town of Emporia, as the case may be, and the governing body of each
as requisite.
§ 8. The Authority shall be governed by a commission composed of
seven commissioners, appointed by the governing body of the city. The
commissioners of the Halifax-South Boston Industrial Development Au-
thority shall be selected by the joint vote of the board of supervisors
of the county of Halifax and the council of the city of South Boston. The
commissioners of the county of Greensville and the town of Emporia
Industrial Development Authority shall be selected by the joint vote of
the governing bodies of the county and the town. All powers and duties
of the Authority shall be exercised and performed by the commission.
§ 6. The Authority shall have the following powers:
(a) To contract and be contracted with; to sue and to be sued; and
to adopt and use a corporate seal, and to alter the same at pleasure;
(b) To acquire, hold and dispose of personal property necessary for
its purposes;
(c) To acquire by purchase or lease, real property, or rights, ease-
ments or estates therein necessary for its purposes; * and to sell, lease and
l of the same, or any portion thereof or interest therein ;
(d) To construct for sale or lease, on such terms and conditions it
may deem proper, warehouses, factories or manufacturing facilities of any
kind and description and approaches to and appurtenances thereto apper-
taining;
(e) To employ a director and such other agents and employees as
may be necessary, to serve at the pleasure of the commission, and to fix
their compensation and prescribe their duties;
(f) To do all other acts and things which may be reasonably neces-
sary and convenient to carry out its purposes and powers;
(g) To exercise the powers herein granted both within and without
the boundaries of the city as herein defined within which the Authority
is created.
2. An emergency exists and this act is in force from its passage.
