An Act to authorize the Governor to execute and deliver, in the name
of the Commonwealth, and Historic Richmond Foundation to execute
and deliver, in the name of the Foundation, a deed conveying the re-
versionary rights and interests of the Commonwealth and the Founda-
fion in and to the rear portion of the Robert E. Lee House lot at 707
East Franklin Street in the City of Richmond, to Seventh and Frank-
lin, Incorporated, and necessary boundary line agreements in exchange
for the conveyance by the Corporation of an easement in and to tts
land at the southeast corner of Franklin Street and Seventh Street on
which no structure will be erected or maintained that will adversely
affect the appearance and view of the Lee House. 'S 419}

Whereas, the home of Robert E. Lee, known as 707 East Franklin
Street, in the City of Richmond, was conveyed to and accepted by Con-
federate Memorial Literary Society for preservation as a part of the
history of the Commonwealth, upon the condition that should the Literary
Society fail or refuse to preserve and maintain the residence or should
it be abandoned, the right, title and interest of the Literary Society shall
pass to Historic Richmond Foundation, and if the Foundation fails or
refuses to preserve and maintain the residence or should it be abandoned,
the right, title and interest of the Foundation shall pass to the Common-
wealth; and
Whereas, Seventh and Franklin, Incorporated proposed to erect on
the property contiguous to the Lee House and lot, at the southeast corner
of Franklin Street and Seventh Street, a structure which will adversely
affect the appearance and view of the Lee House and lot; and
Whereas, Seventh and Franklin, Incorporated and Confederate Memo-
rial Literary Society have agreed that in exchange for the conveyance
by the Literary Society to the Corporation of the rear portion of the Lee
House lot, the Corporation will convey to the Literary Society an easement
on which no structure will be erected or maintained along the front of
the Corporation’s land fronting on Franklin Street at Seventh Street; and
Whereas, to accomplish such purpose it is necessary to empower the
Governor and Historic Richmond Foundation to convey the reversionary
rights and interests of the Commonwealth and Historic Richmond Founda-
tion to the Corporation ; now, therefore,
Be it enacted by the General Assembly of Virginia:
1. § 1. The Governor is hereby authorized to execute and deliver, in
the name of the Commonwealth, a proper deed of conveyance, and any
necessary boundary line agreements in a form approved by the Attorney
General, under the lesser seal of the Commonwealth, granting, conveying,
releasing, quitclaiming and discharging to Seventh and Franklin, Incorpo-
rated all reversionary rights and interest of the Commonwealth in and to
the rear portion of the Lee House lot consisting of fifty-two feet six inches
more or less along the alley abutting the rear of the lot by a depth of sev-
enty-one feet and establishing the western line of the Lee House lot upon
the condition that the Corporation conveys to Confederate Memorial Liter-
ary Society by proper deed, in form approved by the Attorney General, an
easement in and to the Corporation’s land at the southeast corner of Frank-
lin Street and Seventh Street fronting seventy-nine feet three inches on
ie Street and extending back along Seventh Street twenty-two feet
81x Inches.
§ 2. Historic Richmond Foundation is hereby authorized to exe-
cute and deliver, in the name of the Foundation, under the seal of the
Foundation, the same deed and boundary line agreements authorized to be
executed and delivered by the Governor pursuant to section 1 of this
act, granting, conveying, releasing, quitclaiming and discharging to the
Corporation all reversionary rights and interest of the Foundation in and
0 uel rear portion of the Lee House lot and to establish the western line
ereof.
2. An emergency exists and this act is in force from its passage.
