An Act for the establishment of textbook lending libraries and mainte-
nance of free textbooks within the public school system.

Be it enacted by the General Assembly of Virginia:
1. § 1. Each school board is authorized and encouraged to establish a
textbook rental system in accordance with such rules and regulations as may
be promulgated by the State Board of Education.
The funds so expended shall not exceed a sum equal to the product
of the number of pupils enrolled multiplied by two dollars; nor shall such
appropriation exceed the actual reasonable cost of establishing such text-
book rental system.
Every school district in which a textbook rental system heretofore has
been established shall be entitled to reimbursement therefor subject to the
foregoing provisions of this act.
Every school board under which a system of providing free textbooks
is maintained shall be entitled to reimbursement therefor under the pro-
visions of this act and to appropriations hereunder on the same basis and
to the same extent as school boards establishing a textbook rental system.
