An Act to name the Creed P. Kelly Building.

Approved April 1, 1966
Whereas, Creed P. Kelly retired from the service of the State on
October 31, 1965, after completing a career of thirty-one years in public
employment for more than thirty of which he served as Chief Mine
Inspector ; and
- Whereas, Mr. Kelly was generally regarded as one of the outstanding
persons in his field in the United States and was responsible for many
improvements in connection with the administration of the mining laws
of this State and the safety of operations of coal mines in Virginia; and —
Whereas, Mr. Kelly’s achievements were recognized by the coal in-
dustry and in addition to serving as President of the Mine Inspectors
Institute of America he received many citations for many services ren-
dered ; and .
_ Whereas, Mr. Kelly was responsible for the planning and erection of
the new State Mine Office Building in Big Stone Gap, Virginia, and it is
fitting that his services to the Commonwealth be appropriately recognized ;
now, therefore,
Be it enacted by the General Assembly of Virginia: oo,
1. That the State Mine Office Building in Big Stone Gap, Virginia, is
hereby designated the Creed P. Kelly Building and the Department of
Labor and Industry is directed to place an appropriate plaque on this
building citing Mr. Kelly’s achievements as Chief Mine Inspector and
recognizing his service to the Commonwealth.
2. There is hereby appropriated from the General Fund in the State
treasury to the Department of Labor and Industry the sum of three hundred
