An Act to amend and reenact §§ $8.01, 8.02, 8.07, 6.05 as amended, and
16.02 of Chapter 147 of the Acts of Assembly of 1962, approved
February 28, 1962, whitch provided for the consolidation of the county
of Princess ‘Anne and the city of Virginia Beach, and provided a
charter for the city of Virginia Beach, the amended sections relating
to composition of the city counct; election of councilmen; the mayor;
for wssuance of bonds; and composition of school board.

Be it enacted by the General Assembly of Virginia:
That §§ 3.01, 3.02, 3.07, 6.05 as amended and 16.02 of Chapter 147 of
the Acts of Assembly ‘of 1962, approved February 28, 1962, be amended
and reenacted as follows:
§ 3.01. Composition. The city shall be divided into seven boroughs.
One of such boroughs shall comprise the city of Virginia Beach as existing
immediately preceding the effective date of this charter and shall be known
as the borough of Virginia Beach, and the remaining six boroughs shall
comprise the six magisterial districts of Princess Anne County as existing
Immediately preceding the effective date of this charter and shall be known
as the boroughs of Bayside, Blackwater, Kempsville, Lynnhaven, Princess
Anne (formerly known as Seaboard) and Pungo. The council shall consist
of eleven members, * one to be elected by the city at large from among
the residents of each of the seven boroughs and four to be elected by and
from the city at large.
§ 3.02. Election of Councilmen. * On the second Tuesday in June
tn 1966 and on the second Tuesday in June of every fourth year thereafter,
there shall be a general election at which the qualified voters of the city
shali elect eleven councilmen for terms of four years beginning on the first
day of September next following the date of their election and until their
successors are duly elected and qualified. Each candidate shall state whether
he 1s running at large or from the borough of his residence, but otherwise,
candidates shall be nominated under general law. Election and qualification
of councldmen tn nineteen hundred sixty-six shall terminate the terms
of all tncumbent councilmen even though they may have been elected for
longer terms.
3 3.07. Mayor. At its first regular meeting of the term the council
shall choose by majority vote of all the members thereof one of its members
to be mayor and one to be vice-mayor. * The mayor shall preside over the
meetings of the council, shall act as head of the city government for
ceremonial purposes and shall have such other rights and duties as the
council may prescribe, in addition to all the rights and privileges of council-
men of the city. The vice-mayor shall perform the duties of mayor in the
absence or disability of the mayor.
§ 6.05. Authority for issuance of bonds. No bonds of the city shall
be issued until their issuance shall have been authorized by an ordinance
adopted by the affirmative vote of a majority of all members of the council
and approved by the affirmative vote of a majority of the qualified voters
of the city voting on the question at an election called and held for the
purpose in the manner provided by law for submitting any question or
proposition to the electors; provided that bonds issued for a supply of
water or other specific undertaking from which the city may derive a
revenue, as permitted by Section 127(b) of the Constitution, shall be
authorized in the manner prescribed therein; provided further that the
council may issue bonds in any amount or amounts not exceeding * one
mulion dollars in any calendar year for any proper purpose and notes in
anticipation of collection of revenue of the current fiscal year without
submitting the question of their issuance to the voters; and provided
further that the council may issue bonds in any amount or amounts not
exceeding * two million dollars in any calendar year for water, sewer and
other public utility oy Stems without submitting the question of their
issuance to the vote
— ~§ 16.02. Composition of School Board. * The School Board shall
consist of eleven members, who shall be appointed by the Council of the
city of Virginia Beach, Virginia. One member shall be appointed from
among the residents of each of the seven boroughs whose terms shall be
as follows: two members shall be appointed for one year; two for two
years and three for three years. The four additional members shall be
appointed from the city at large; two for a term starting July one, nineteen
hundred sixty-six, and ending December thirty-one, nineteen hundred
sixty-six; the other two starting July one, nineteen hundred sixty-six, and
ending December thirty-one, nineteen hundred sixty-seven. After this
initial period, all appointments shall be for a period of three years. Vacan-
cies shall be filled by the Council for any unexpired terms.
