CHAPTER 290
An Act to amend the Code of Virginia by adding thereto sections num-
bered 15.1-510.1, 15.1-510.2, 15.1-510.8, 15.1-510.4 and 15.1-510.5 to
authorize counties to provide and enforce minimum building standards.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding thereto §§ 15.1-510.1,
15.1-510.2, 15.1-510.3, 15.1-510.4 and 15.1-510.5, as follows:
§ 15.1-510.1. To further carry out the express and implied purposes
of § 15.1-510, unless prohibited by the Constitution or statutes of the
United States of America or the Constitution of this State, every county
may, by ordinance, exercise any of the powers set forth in §§ 15.1-510.2
through 15.1-510.5.
§ 15.1-510.2. Any county may regulate the construction, mainte-
nance and repair of buildings and other structures; and divide the county
into districts and regulate and restrict the character of materials used in
the construction, maintenance and repair of buildings and structures in
each district, provided such regulations and restrictions shall be uniform
and shall apply equally to all buildings and structures in each district but
the regulations and restrictions in one district may differ from those pro-
vided for other districts.
§ 15.1-510.3. Any county may regulate the installation, maintenance,
operation and repair of plumbing, electrical, heating, elevator, escalator,
boiler, unfired pressure vessel and air conditioning installations in build-
ings and structures.
§ 15.1-510.4. Any county may regulate the emission of smoke, the
construction, installation and maintenance of fuel burning equipment, and
the methods of firing and stoking furnaces and boilers.
§ 15.1-510.5. Any county may regulate the light, ventilation, sanita-
tion and use and occupancy of buildings heretofore or hereafter con-
structed, altered, remodeled or impaired, and the sanitation of premises
surrounding the same.
§ 15.1-610.6. The provisions of §§ 15.1-510.2 through 15.1-510.5 shall
not apply in incorporated towns which have in force ordinances prescrib-
ing equal or greater standards in regulating the construction, maintenance
and repair of buildings and other structures, the installation, maintenance,
operation and repair of plumbing, electrical, heating, elevator, escalator,
boiler, unfired pressure vessel and air conditioning installations in build-
ings and structures, the emission of smoke, the construction, installation
and maintenance of fuel burning equipment, and the methods of firing and
stoking furnaces and boilers, and the light, ventilation, sanitation and use
and occupancy of buildings.
