An Act to authorize the Commission of Game and Inland Fisheries to
provide for the clarification, revision and publication of certain regu-
lations and to adopt the same by reference, to prescribe the terms
and conditions under which such regulations may be adopted; and to
provide for the legal effect thereof. CH 455]

Be it enacted by the General Assembly of Virginia:
1. § 1. The Commission of Game and Inland Fisheries, hereinafter
referred to as Commission, is authorized to enter into a contract, or con-
tracts, with any corporation having its headquarters in this State and
engaged in the preparation and publication of law books, for the clarifi-
cation, revision and publication of all regulations of the Commission in
force on July one, nineteen hundred sixty-six. The regulations when so
clarified and revised shall be published in a pamphlet and made available
to the general public.
§ 2. After the regulations have been published as above provided,
the Commission shall give notice in every newspaper qualified to publish
legal notices in this State, that on a date set forth in the notice, the Com-
mission will sit, at a place designated, to hear any issues raised concern-
ing the regulations published in said pamphlet. Two copies of the pamphlet
shall be posted at the front door of the courthouse of each county and
city in this State. The certificate of the executive director of the Commis-
sion that such posting has been made shall be conclusive evidence of the
facts therein stated. Such posting shall be not less than fifteen nor more
than thirty days prior to the day on which the hearing on the regulations
contained in such pamphlet is to be held. Copies of the pamphlet shall also
be filed in the office of the Division of Statutory Research and Drafting
a made available by the Commission, on request, to any person seeking
e same.
§ 3. On a date not less than thirty nor more than sixty days after
the date of the hearing held as provided in § 2, the Commission shall hold
a hearing for the purpose of adopting the regulations contained in the
pamphlet. Notice of such hearing shall be given by publication in every
newspaper qualified to publish legal notices in this State and a copy of
such notice shall be filed in the offices of the Division of Statutory Research
and Drafting.
The notice shall further state that any person having objection to
any such regulations may appear at such time and place and present his
views, and that the Commission proposes to adopt the regulations con-
tained in such pamphlet within ten days following such hearing. The notice
shall further state that the hearing may be adjourned from day to day
aS appears necessary under the circumstances then prevailing. _
§ 4. Notwithstanding any other provision of law to the contrary, the
Commission, after complying with the procedures above set forth, shall
have full and complete power to adopt the regulations contained in such
pamphlet by reference to such pamphlet. Such regulations when so adopted
shall have the full force and effect of regulations adopted by the Commis-
sion in compliance with the provisions of Article 1, Chapter 8, Title 29 of
the Code of Virginia and may be enforced with like force and effect.
