An Act to amend the Code of Virginia by adding a section numbered
15.1-78.8, relating to conflict of interest of members of certain boards
and commissions.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding a section numbered
16.1-73.3 as follows:
§ 15.1-73.3. In any city having a population of not less than ninety
thousand nor more than ninety-five thousand, no member of the council or
any other board or commission of such city shall participate in the delibera-
tions or vote on any ordinance, resolution, motion, or other proceedings
imvolving any matter in which he, a member of his family, his partner or
agent, servant or employer of a firm in which he is employed, or any person,
firm or corporation for which he is attorney, officer, director, employee or
agent, has a financial interest other than as an owner of not more than
five per cent of the stock of a corporation or as a citizen of the city.
If such interest exists, it shall be the duty of such member, prior to any
deliberations on the matter in which he has such interest, to make a full,
public disclosure of the exact nature of his interest and to take no further
part in the deliberations with regard to such matters.
Any person knowingly or willfully violating the provisions of this
section shall be guilty of a misdemeanor.
