An Act to amend the Code of Virginia by adding a section numbered
9-104.1 to designate the Commission on the Aging as the single State
agency for the purposes of Public Law 89-78 of the Congress of the
United States; to provide for the powers, duties and functions of the
Commission in relation thereto; and to provide for the duties of other
State agencies.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding a section numbered
9-104.1 as follows:
§ 9-104.1. (a) The Commission is hereby designated as the single
State agency, under Public Law 89-73 of the Congress of the United
States, and as the sole agency for administering or supervising the ad-
ministration of the State plan adopted in accordance with the provisions
of such law. As such agency, the Commission shall have the authority to
prepare, submit and carry out the State plan and shall be the agency
primarily responsible for coordinating State programs and activities re-
lated to the purposes of, or undertaken under, such plan or law.
(b) The Commission, with the approval of the Governor, may apply
for and expend such grants as become available in connection with its
duties under this section. The Commission is authorized to comply with
such conditions and requirements as may be imposed in connection
therewith
(c) The Commission shall hold such hearings and conduct such in-
vestigations as are necessary to pass upon applications for approval of a
project under such plan or law. The Commission shall make such reports
to the Secretary of the United States Department of Health, Education and
Welfare as may be required.
(d) All agencies es of the State shall assist the Commission in effectuat-
ing its functions in accordance with its designation as the single State
agency under the terms of such law.
