An Act to amend the Code of Virginia by adding a section numbered
46.1-875.1, providing in what manner original operators’ licenses are
to be issued.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding a section numbered
46.1-375.1, as follows:
§ 46.1-375.1. The Division shall forward all original operators’
licenses so issued to applicants who at the time of application for opera-
tor’s license had not attained the age of eighteen years, to the judge of the
municipal or county court having jurisdiction over traffic cases in the city,
county or town in which the person to be licensed resides. Such judge shall
issue to each person to be licensed the license so forwarded, and shall, at
the time of issuance, conduct a formal, appropriate ceremony, in which he
shall illustrate to the licensee the responsibility attendant upon the priv-
ilege of operating a motor vehicle. If the licensee has not attained the age
of eighteen years at the time such application was made, he shall be
accompanied at such ceremony by a parent, his guardian, spouse or other
person in loco parentis.
