Chap. 58.—An ACT to authorize and empower any two or more of the counties
and/or cities and/or towns of this Staté, through their respective governing
bodies, to contract with each other for, or concerning, the acquisition, con-
struction, maintenance and operation of sewers, pumping stations, ventilation
stations, treatment plants or works and other plants and structures deemed
proper to prevent the pollution of the streams and other waters within and
adjacent to such counties, cities and towns, and’ to provide in such contracts
for the appropriation of such monies as may be deemed necessary for such
purposes. [H. B. 57]

1. Be it enacted by the General Assembly of Virginia, as follows:
Section 1. Any two or more of the counties and/or cities and/or
towns of this State, through their respective boards of supervisors,
councils or other governing bodies, are hereby authorized and empow-
ered to enter into such contracts and agreements as they may deem
proper for or concerning the acquisition, construction, maintenance and
operation of such sewers, pumping stations, ventilation stations, treat-
ment plants or works and any other plants and structures and all ap-
purtenances necessary thereto, as such governing bodies: shall deem
proper to prevent the pollution of the streams. lakes, ponds, bays, road-
steads, estuaries, inlets and other waters within and adjacent to such
counties, cities and towns.
Section 2. Any such counties, cities and towns so contracting with
each other may also provide in any such contract or agreement for a
board, commission or such other body as their governing bodies may
deem proper, for the supervision and general management of any such
works/or project and of the operation thereof; prescribe their au-
thority and duties, and fix their compensation.
Section 3. Any such contract or agreement shall also set forth, as
nearly as may be ascertainable, the amount of money necessary for the
acquisition, construction, maintenance and operation of any such works
or project and the proportional part thereof to be provided by each
county, city and town party thereto, and shall authorize and direct the
appropriation thereof by their respective governing bodies.
2. An emergency existing, this act shall be in force from its passage.
