Chap. 31.—An ACT to provide for the removal of certain provisions of charters
of cities and towns so as to permit compliance with an act of the Congress
of the United States, known as the National Industrial Recovery Act, ap-
proved June 16, 1933, with regard to public works projects. [H. B. 28]

1. Be it enacted by the General Assembly of Virginia, That no city
or town shall be prevented by any provision of its charter or of any
amendment thereto or by reason of the fact that it has been incorporated
by order of the court under the general law from participation under
an act of the Congress of the United States known under the short title
as the “National Industrial Recovery Act,” approved June sixteenth,
nineteen hundred and thirty-three, but such participation, if permitted
under the statutes of this State, including acts passed at this session of
the General Assembly, is hereby authorized and permitted for each such
city and town. ,
2. An emergency existing, this act shall be in force from its passage.
