proved March 20th, 1874, entitled an Act providing a Charter for the

1. Be it enacted by the general‘assembly of Virginia, That
section thirty-five of an act approved March twentieth, cigh-
teen hundred and seventy-four, entitled an act providing a
charter for the city of Manchester, be amended and re-
enacted so as to read as follows:

§ 35. No money shall be paid out by the treasurer except
upon a warrant of the auditor; and he shall keep a separate
account of each fund or appropriation, and the debits and
credits belonging thereto.

2. This aet shall be in force from its passage.
