Chap. 324.—An ACT to incorporate the Radford colored orphanage and
educational reformatory school.
Approved February 14, 1900.
1. Be it enacted by the general assembly of Virginia, That B. P.
Watkins, R. IL. Buteher, Whitefield Tate, Henry Sanders, D. P. Morton.

be made a body politic and corporate, under the name and stvle of the
trustees of the Radford colored orphanage and educational and indus-
trial school, for the purpose of maintaining, training, and educating the
orphans of the colored Baptists of Virginia, and such other colored
orphans as, in the discretion of the trustees, they may deem proper:
and for the purpose of instructing and training such orphans in the
common school and academic branches, and to appliances and methods
for teaching and instruction in the mechanical and industrial pursuits.

And the said trustees and their successors shall have the power to
acquire, hold, and possess by purchase, gift, or devise, any property—
real, personal, or mixed—moneys, stocks, or bonds: provided, the same
shall not at any one time exceed sixty thousand dollars in value, or the
income from the same exceed ten thousand dollars per annum.
The said trustees, or their successors, shall have power to make
by-laws, rules, and reculations under the law, for the management of
the institution and affairs thereof; and shall require bonds from all
officers throueh whose hands any money shall pass, in some euarantee
company, the amount of the bond to be fixed by the trustees, or a
director thereof, not to be less than one and a half times the amount
which is likely to be handled in anv one vear.
That upon meeting of the aforesaid incorporators, and the acceptance
of this charter by a majority of them, shall constitute them an actin2
bow corporate.
When a vacancy shall occur in the board from anv cause set fort)
in the by-laws, such vacancy shall be filled bv election of the remainder
of the board. The members of said board shall never be less than five
nor more than fifteen.
There shall be a report to the governor of the progress and finan-
cial condition, with property on hand, receipts and disbursements, every
fiscal year. The institution shall be located within the corporate limits
of the city of Radford.
6. This act shall be in force from its passage.
