Chap. 265.—An ACT tv incorporate the citizens’ relief association of Rich-
mond, Virginia.
Approved February 3, 1900.
1. Be it enacted by the general assembly of Virginia, That Bryce
Stewart Hume, R. HL. Meade, Henry Lee Valentine, Robert Lecky,
junior, Horace S. Hawes, R. A. Lancaster, junior, Harry D. Eichelberger,
Gordon Wallace, John Stewart Brvan, Daniel Grinnan, Julian Bryant,
Thill Montague, and James H. Scott, and such other persons as may be
associated with them and their successors, are hereby constituted and
declared to be a body politic and corporate, by the name and stvle of
the “citizens’ relief association of Richmond, Virginia,” and that by
that name it shall be known in law, and shall have perpetual succes-
sion and a common seal with the right to change the same at pleasure,
and it shall have power to sue and be sued, to contract and be contracted
with, and it shall enjov all the rights and privileges and be subject to
all the restrictions and regulations incident to corporations of a like
character under the general law of the state of Virginia.
2. The objects of the said association shall be to care for and relieve
such indigent and worthy objects of charity as mav come within the
knowledve of the officers of the association by affording such material
aid or friendly guidance and comfort as may be best suited for carrying
out this objeet.
That the members of said association shall have authority to
adopt a constitution and by-laws, to prescribe rules and reculations
for its government and the promotion of its interests, and for the ad-
nussion and expulsion of members, and from time to time amend the
same.
That the oMeers of said association shall consist of a president
and such other oflicers as may be deemed needful, and they shall be
elected in such manner and at such times and shall hold office for such
terms and perform such duties as the constitution and by-laws shall pre-
serie
. That the said association may aequire property, real or personal.
in anyv lawful manner, whether by purchase, gift, devise, or bequest, and
it may sell, lease, exchange, or encumber any or all of its property, as
it may see fit: provide ‘d, that it shall not, at anv one time, own property
of any greater value in the aggregate, real and personal, than two hun-
dred thousand dollars.
6. That the said association, being wholly charitable and -
shall be exempt from the payment of all state, county, or
taxes.
7. This act shall be in force from its passage.
