Chap. 1447.—An ACT for the relief of Martin Payne, a Confederate soldier.
Approved March 7, 1900.
Whereas Martin Pavne, a Confederate soldier of company F, fifty-
fourth regiment of Virginia volunteers, was a true and gallant soldier
during the war, was loyal to Virginia; and
Whereas he is now suffering from the following disability—to wit:
Infirmity of old age, effects from a slight wound, rheumatism, pro-
dueed by exposure during the war, from all of which causes he is totally
disabled for manual labor; therefore,
1. Be it enacted by the general assembly of Virginia, That the
hustings court for the city of Radford shall examine into the condition
of the above-named Martin Payne, a Confederate soldier, and should it |
be that he was true and loyal to Virginia through the war, and that
he is now afflicted and incapacitated for manual labor, that he is needy
and poor, and should receive aid from Virginia, and if the hustings
court for the citv of Radford should send a certificate of the facts to
the auditor of public accounts of Virginia, then the auditor of public
accounts is directed to place the name of the said Martin Payne on the
pension list and pay him annually the sum of fifteen dollars, on and
after the first day of April, nineteen hundred.
2. This act shall be in force from its passage.
