Chap. 103.—An ACT to authorize and permit the old dominion land company
to erect wharves or piers, and to construct bulkheads in the James river
along the water fronts of the lands owned by it in the city of Newport
News, Virginia, and to issue bonds and negotiable notes secured by mort-
gage or deeds of trust to pay for the same.

1. Be it enacted by the general assembly of Virginia, That the old
dominion land company, a corporation created by and existing under the
laws of the state of Virginia, with its principal office kept at the city
of Newport News, in said state, is hereby authorized and permitted to
erect wharves or piers, and to construct bulkheads in the James river
along and opposite to the water fronts of the lands owned by it in the
city of Newport News, Virginia, as the corporate limits thereof are
now, or may hereafter be, laid off or defined: provided, however, that
navigation be not ohstructed nor any right of property now vested be
impaired thereby.
2. That the said company, its successors, and assigns, shall have the
right to charge and receive reasonable fees, tolls, and wharfage as a
compensation for the use of said wharves, piers, and bulkheads.
3. That for the purpose of paying for the erection of said wharves or
piers, and for the construction of said bulkheads the said company shall
have power and authority to execute and issue its bond or bonds, or
negotiable note or notes from time to time in such sum or sums and
on such terms as its board of directors may prescribe, not exceeding
in the aggregate amount the actual cost of said wharves or piers and
bulkheads, and to secure said bond or bonds, or note or notes by deed
or deeds of trust or mortgage on all or any of its property.
4. This act shall be in force from its passage.
