An act to amend and re-enact the Third Section of the
act, passed January twenty-third, eighteen hundred and
sixty-four, entitled “ An act staying the collection of
certain debts.”
Passed June 23d, 1865.
Sec. 1. Be dt enacted by the General Assembly of
Virginia, That the third section of the act, passed January ,
twenty-third, eighteen hundred and. sixty-four, entitled “ An:
act staying the collection of certain debts, b2, and the same
is hereby amended and re-enacted so as to read as follows :
“Sno. 3. That upon all debts and liabilities accruing
before the twenty-sixth day of July, eighteen hundred and
sixty-one, the debtor, or party liable, shall, upon demand of
the creditor, pay the interest and principal as follows: The
interest within ninety days after demand thereof; one-fourth
of the principal within twelve months after demand thereof, :
with interest; one other fourth within two years after de-'
mand made, with interest; one other fourth within three
years after demand made, with interest; and the balance
within four years after demand made, with interest ; and for
failure on the part of the debtor to comply with any of the
provisions of this section, he may be proceeded against as if
this act, or any other act for staying the collection of debts,
had never been passed: Provided, That the county of
Accomac, the City of Norfolk and the county of Alexan-.
dria shall be, and are hereby excepted from the operation
of this section, as amended section second.”
Src. 2. This act shall be in force from its passage.
Resolved by the General Assembly, That the Clerk of the House of
Delegates be, and he is hereby empowered to appoint one enrolling
clerk at a rate of compensation not exceeding eight dollars per day
while actually employed.

In relation to the policy of the Federal Administration.
Passed June 23d, 1865.
Resolved by the General Assembly of Virginia, That the general
policy of the present Federal Administration, and especially its policy
in regard to reconstruction in Virginia, is eminently wise, just and
proper, and merits the warm approval of the loyal people of Virginia.
