An Act to amend and reenact § 15.1-687 of the Code of Virginia, relating
to civil service commissions in certain counties. CH 152]

Be it enacted by the General Assembly of Virginia:
1. That § 15.1-687 of the Code of Virginia be amended and reenacted
as follows:
§ 15.1-687. The board, in addition to any other powers granted by
general or special law, is empowered to appoint a civil service commission,
hereafter designated as the commission, to be composed of three persons
who shall receive such compensation as the board prescribes. The terms
of office of members of the commission shall * expire June thirty, nineteen
hundred sixty-four. The board shall appoint successors to members whose
terms are so terminated for terms ending on June thirty, nineteen hundred
sixty-five, nineteen hundred sixty-six and nineteen hundred sixty-seven.
At the expiration of the term of each such member, his successor shall be
appointed for a term of four years.
The commission, subject to the control of the board, shall establish
and operate a classified civil service system for any or all classes of county
employees, as designated by the board, which system shall provide for
appointment, promotion, demotion, transfer, suspension, reinstatement,
retirement and discharge of such employees. To this end it may establish
a personnel administration and promulgate rules and regulations for the
furtherance of the matters herein set out so far as not inconsistent with
other provisions of law.
2. An emergency exists, and this act is in force from its passage, any
provision of Chapter 623 of the Acts of Assembly of 1962 to the contrary
notwithstanding.
