An Act to amend the Code of Virginia by adding a section numbered
24-52.1, providing for the appointment of registrars at large tn certain
cities, and for their powers, duties and compensation. —

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding a section numbered
24-52.1, as follows:
§ 24-52.1. In addition to any registrar or registrars heretofore ap-
pointed, the electoral board of each city having a population of not less than
seventy thousand nor more than eighty-six thousand, may, in its discretion,
appoint registrars at large, who shall be discreet citizens and residents of
the city for which they are appointed. Such registrars at large shall not
hold any other office, by election or appointment, during their term; pro-
vided, however, the governing body of such city may, with the consent of
the electoral board, impose other duties upon such registrars at large, pro-
vided such other duties do not conflict with their duties as registrar at
large. Such registrars at large shall sit at such place or places within the
city during such hours as may be designated by the electoral board of such
city, and shall forward the lists of persons registered to the proper elec-
toral district registrar. In all other respects, their powers and duties shall
be the same as provided by law for electoral district registrars, and their
compensation shall be fixed as provided in § 24-55. The electoral board
shall give due publicity as to the place or places and time or times that
such registrars at large shall sit.
