CHAPTER 213
An Act to amend and reenact § 22-9.3, as amended, of the Code of
Virginia, which provides for an Overall Advisory Council on Needs
of Handicapped Children, its composition, and its duties.

Be it enacted by the General Assembly of Virginia:
1. That § 22-9.8, as amended, of the Code of Virginia, be amended and
reenacted as follows:
§ 22-9.3. There is hereby created an Overall Advisory Council on
Needs of Handicapped Children composed of * fourteen members to be
appointed as follows: One member from the Senate to be appointed by the
President thereof, two members from the House of Delegates to be
appointed by the Speaker ; one member from the Department of Educa-
tion, one member from the Department of Health, one member from the
Department of Mental Hygiene, one member from the Virginia Commis-
sion for the Visually Handicapped, one member from the Medical College
of Virginia, one member from the Medical College of the University of
Virginia, one member from the Department of Welfare and Institutions,
one member from the Division of Vocational Rehabilitation of the Depart-
ment of Education, and three members, at large, all to be appointed by
the Governor. * Appointments for terms expiring June thirtieth, nineteen
hundred sixty-four shall be made as follows: one member shall be ap-
pointed for a term of one year, three members shall be appointed for a
term of two years, three members shall be appointed for a term of three
years and four members shall be appointed for a term of four years.
Thereafter, all appointments shall be for terms of four years, and the
members appointed by the Governor shall be subject to reappointment
for one additional term at the pleasure of the Governor. The Council shall
meet at least once a year. The Council shall continuously study the handi-
capping problems of children and the various phases of the programs for
dicapped persons and make such recommendations to the several agen-
cies represented on the Council as the Council deems appropriate and
proper. The Council shall also make and submit to the Governor from
time to time such reports and recommendations as it deems necessary
and expedient. Members of the Council shall receive no compensation for
their services, but may be paid their necessary expenses traveling incurred
in the performance of their duties.
