An Act to repeal § 46.1-158 of the Code of Virginia, relating to weights
and name and address of owner appearing on certain vehicles, and to
amend the Code of Virginia by adding a new section numbered
46.1-158.1, providing for the name and address of the owner of cer-
tain vehicles to appear thereon; and to amend and reenact § 46.1-64
of the Code of Virginia, relating to certain prohibited acts in relation
to motor vehicles.

Be it enacted by the General Assembly of Virginia:
1. That § 46.1-158 of the Code of Virginia is repealed.
2. That the Code of Virginia be amended by adding a section numbered
46.1-158.1 and that § 46.1-64 of the Code of Virginia be amended and re-
enacted, the added and amended sections being as follows:
§ 46.1-64. No person shall:
(a) Operate or permit a motor vehicle, trailer or semitrailer, con-
trolled by him to be operated upon a highway which is not registered or
for which a certificate of title has not been issued or which does not have
attached thereto and displayed thereon the license plate or plates assigned
thereto by the Division for the current registration year, subject to the
exemprions mentioned in §§ 46.1-45, 46.1-81 and 46.1-113 through
(b) Display, cause or permit to be displayed or to have in possession
any registration card, certificate of title or registration license plate,
knowing the same to be fictitious or to have been cancelled, revoked, sus-
pended or altered.
(c) Lend or knowingly to permit the use, by one not entitled thereto,
of any registration card or license plate.
(d) Fail or refuse to surrender to the Division or the Department of
State Police, upon demand, any certificate of title or registration card or
registration license plate, which has been suspended, cancelled or revoked
as in this title provided.
(e) Use a false or fictitious name or address in any application for
the registration of any motor vehicle, trailer or semitrailer or for a cer-
tificate of title or for any renewal or duplicate thereof, or knowingly to
make a false statement of a material fact or to conceal a material fact or
otherwise commit a fraud in any such application.
'(f) Operate or cause to be operated or to permit the operation of a
“for hire’ vehicle, except those falling within the gross weight group of
ten thousand pounds and less as shown by § 46.1-154, over or on the
highways of this State unless the name and address of the owner of such
vehicle plainly appears on both sides of such vehicle in letters not less
than three inches in height, provided that the provisions contained in this
paragraph shall not apply to any motor vehicle the use of which is re-
stricted to wedding, ambulance or funeral services, nor to any motor
vehicle rented without chauffeur and operated under a valid lease agree-
ment which provides that the lessee of such vehicle shall have exclusive
control thereof, but this exemption shall not include motor vehicles leased
to common or contract carriers of persons or property which operate or
should operate under certificates or permits issued by the State Corpora-
tion Commission or the Interstate Commerce Commission.
§ 46.1-158.1. The owner of every vehicle, except in the case of pri-
vate carriers, registered under §§ 46.1-154 and 46.1-157 except those fall-
ing within the gross weight group of ten thousand pounds and less as
shown in § 46.1-154 shall cause to be painted, or otherwise plainly and
legibly shown, on each side of such vehicle, in letters not less than three
inches in height, the name and address of the owner of such vehicle.
