An Act to amend Chapter 348 of the Acts of Assembly of 1928, approved
March 21, 1928, which provided a new charter for the city of Lynch-
burg, by adding thereto a section numbered 14-A, relating to the
preparation and submission of an annual budget. rH 270)

Be it enacted by the General Assembly of Virginia:

1. That Chapter 3438 of the Acts of Assembly of 1928, approved March
ic a be amended by adding thereto a section numbered 14-A as
ollows:

§14-A. At such time as council may direct, but not later than forty-
five days before the end of each fiscal year, the city manager shall prepare
and submit to the council for informative and fiscal planning purposes
only, an annual budget for the ensuing year, based upon detailed estimates
furnished by the several departments and other divisions of the city gov-
ernment according to a classification as nearly uniform as possible. The
budget shall contain such other information as may be prescribed by
council.

2. An emergency exists and this act is in force from its passage.
