CHAPTER 461
An Act to encourage the education of the children of the Commonwealth
by authorizing the governing body of any county, city, or town to
appropriate and expend funds for educational purposes in further-
ance of the elementary and secondary education of children residing
an the county, city, or town.

Be it enacted by the General Assembly of Virginia:
1. Notwithstanding any provision of law limiting the power of counties,
cities or towns to levy taxes and to appropriate funds for educational
purposes, and in addition to the powers granted such counties, cities or
towns under other provisions of law, to levy taxes and appropriate funds for
educational purposes, the governing body of any county, city or town is
hereby authorized and empowered to appropriate and expend funds of the
county, city or town for educational purposes in furtherance of the elemen-
tary and secondary education of children between the ages of six and
twenty years residing in such county, city or town, under such uniform
regulations, in such amounts, and to such persons, associations or corpora-
tions as the governing body of such county, city or town may, by ordi-
nance, provide.
2. No other statute heretofore or hereafter enacted by the General
Assembly shall be construed to limit the powers thus conferred, except and
unless said statute expressly refers to this Act.
