CHAPTER 319
An Act to amend and reenact § 9-23 of the Code of Virginia, so as to
provide for the issuance of licenses to promote, etc., professional
boxing and wrestling matches, to provide standards for such issuance
and to render such licenses subject to the Commission’s rules and
regulations and to the other provisions of this chapter, and to provide
for judicial review.

Be it enacted by the General Assembly of Virginia:
1. That § 9-23 of the Code of Virginia be amended and reenacted so as to
read as follows:
§ 9-23.—The Commission, at its discretion, may issue a license to
promote, conduct * or hold * professional wrestling or boxing and sparring
matches and exhibitions to any person, corporation, association, club or
organization eligible for a license under this chapter. *
Before being granted a license, or the renewal of such license the
applicant must establish to the satisfaction of the Commission that he:
1. Is skilled, or has knowledge, in the profession of boxing and wres-
tling generally.
2. Is of good moral character.
8. Is physically fit and mentally sound.
4. Has not been convicted of any felony or of any misdemeanor in-
volving moral turpitude.
5. Will conduct his business in the best interest and welfare of the
public, preserving the safety and health of participants and the best in-
terests of professional boxing and wrestling generally.
6. Will adhere to and comply with all the rules and regulations of the
Commission pertaining to such license.
_ In the case of a corporate applicant, these factors shall pertain to its
officers, directors, principal stockholders and employees.
_ Every license and licensee shall be subject to such rules and regula-
tions, and amendments thereof, as the Commission may prescribe.
Every license and licensee shall be subject to the provisions of § 9-42 of
the Code of Virginia, and amendments thereof, and to the other provisions
of this chapter.
Any hearings had under this section shall be in accordance with the
procedure mutatis mutandis prescribed in §§ 9-6.10 through 9-6.14, inclu-
sive, of this Code.
