CHAPTER 203
An Act to amend the Code of Virginia by adding a section numbered
15-15.2, relating to the power of certain counties to require that owners
of property remove therefrom trash, garbage, refuse, litter, and other
substances which might endanger the health of other county residents.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding a section numbered
15-15.2, as follows:
§ 15-15.2. The governing body of any county having a density of
population greater than four thousand per square mile, or of any county
having a population of more than forty thousand and wholly sur-
rounding a city having a population of more than ninety thousand, or of
any county having a population of more than forty and less than seventy
thousand, and adjoining three cities with an aggregate population in
excess of two hundred seventy thousand, may, in its discretion, provide
by ordinance that the owners of property therein shall remove therefrom
any and all trash, garbage, refuse, litter and other substances which might
endanger the health of other county residents at such time or times as
the governing body shall prescribe; or the governing body may, whenever
it deems it necessary, have such trash, garbage, refuse, litter and other
like substances which might endanger the health of other county residents
removed by its own agents or employees, in which event the cost or
expenses thereof shall be chargeable to and paid by the owners of such
property and may be collected by the county as taxes and levies are
collected.
2. An emergency exists and this act is in force from its passage.
