An Act to amend and reenact §§ 10-8.1, 10-118, 10-119, and 10-1380, as
amended, of the Code of Virginia, relating to the divisions of the
Department of Conservation and Economic Development, dutres of
Division of Industrial Development, Commissioner of Industrial De-
velopment, and relationship of such Division and Commissioner to the
Advisory Council on the Virginia Economy, so as to change the titles
of such Division and the Commissioner thereof to include the word
“Planning’’. rH 290]

Be it enacted by the General Assembly of Virginia:
1. That §§ 10-8.1, 10-118, 10-119, and 10-130, as amended, of the Code
of Virginia, be amended and reenacted as follows:
§ 10-8.1. The Board shall establish in the Department of Conserva-
tion and Economic Development the following divisions through which the
several functions of the Department and the corresponding powers and
duties shall be exercised and discharged: Division of Forestry, Division of
Mineral Resources, Division of Parks, Division of Water Resources, Di-
vision of Industrial Development and Planning, Division of Public Rela-
tions and Advertising, and such other divisions as may be necessary. The
Director shall appoint competent persons to direct the work of such di-
visions, and may delegate to the head of any such division any of the
powers and duties relating to the work of the division that may be con-
ferred or imposed by law upon the Director, and in his discretion may re-
quire of such division heads proper bonds.
§ 10-118. In the Department of Conservation and Economic De-
velopment there shall be a Division of Industrial Development and Plan-
ming, which Division, under the Director and the Board, is charged with
the responsibilities for carrying out all phases of the State’s program in
the field of industrial development including specifically the duty to (a)
cooperate with the Division of Public Relations and Advertising in the
preparation of an effective industrial advertising program and respond
to inquiries resulting from the advertising program for new industries
and received from other sources; (b) make available, in conjunction and
cooperation with localities, chambers of commerce, and other private or
public groups, to prospective new industries basic information regarding
industrial sites, natural resources and labor supply, and other pertinent
factors of interest and concern to such industries; and (c) formulate,
promulgate and advance programs throughout the State for the purpose
of encouraging the location of new industries in the State and the ex-
pansion of existing industries.
10-119. There shall be a Commissioner who shall be the head and
chief executive officer of the Division of Industrial Development and
Planning. He shall be appointed by the Director and shall receive such
compensation as may be provided by law for the purpose.
§ 10-130. The Division of Industrial Development and Planning
shall serve the Council as its Secretariat or central administrative office
and subject to the approval of the Director of Conservation and Economic
Development shall furnish the Council with the necessary stationery and
supplies and shall have done for the Council such printing as may be
necessary.
