CHAPTER 630
AN ACT to amend the Code of Virginia by adding a section numbered
11-23.1, requiring certain optional specifications in contracts for
public buildings.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by adding a section numbered
11-23.1, as follows:
§ 11-23.1. Whenever plans and specifications for the construction of
public school buildings and other public buildings or additions thereto
involve public funds, said specifications shall all include the following
provisions relating to equal brand products other than those specified.
The name of a certain brand, make, manufacturer, or definite specifica-
tions is to denote the quality standard of article desired, but does not re-
strict bidders to the specific brand, make, manufacturer or specification
named ; it is to set forth and convey to prospective bidders the general style,
type, character and quality of article desired.
Wherever in specifications or contract documents a particular brand,
make of material, device or equipment is shown or specified, such brand,
make of material, device or equipment shall be regarded merely as a
standard. Any other brand, make of material, device or equipment which,
in the opinion of the architect or engineer is recognized the equal of that
specified, considering quality, workmanship and economy of operation and
is suitable for the purpose intended, must be accepted.
