An Act to amend and reenact § 2, as amended, of Chapter 157 of the Acts
of Assembly of 1908, approved March 10, 1908, which provided a new
charter for the city of Portsmouth, so as to increase the number of
wards in the city.

Be it enacted by the General Assembly of Virginia:
1. That § 2, as amended, of Chapter 157 of the Acts of Assembly of 1908,
approved March 10, 1908, be amended and reenacted as follows:
§ 2. The number of wards of the city shall be not less than * ten
nor more than * fifteen and their boundaries shall be as prescribed by the
council by ordinance, and the provisions of general law relating to estab-
lishing wards, redistricting the city into wards, and changing the boun-

Be it enacted by the General Assembly of Virginia:
1. That § 52 as amended, of Chapter 4 of Chapter 157 of the Acts of
Assembly of 1908, approved March 10, 1908, be amended and reenacted
as follows:
§ 52. Any person failing to pay any taxes or licenses due to the
city of Portsmouth shall incur a penalty thereon to be payable at such
time or times as may be prescribed by ordinance of the city council, pro-
vided such penalty shall not exceed the maximum, if any, which may be
provided by general law. Interest at the rate of six per centum per annum
from the first day of January of the year next following the assessment
shall be collected upon the principal of the taxes and levies then remaining
unpaid; which penalty and interest and the cost of advertising or posting
not exceeding fifty cents for each parcel of property advertised or posted,
shall be added to the amount of the taxes due by such taxpayer.
2. An emergency exists and this act is in force from its passage.
