An Act to amend and reenact § 10-114 of the Code of Virginia, providing
for the appointment of a Water Resources Committee, its composition,
powers, duties, compensation and expenses. [H 430]

Be it enacted by the General Assembly of Virginia:
in That § 10-114 of the Code of Virginia be amended and reenacted as
ollows:
§ 10-114. The Governor * shall appoint * a Committee on Water
Resources to consist of * seven members who shall serve at his pleasure
for terms * of four years; provided, that of the members first appointed,
one shall be appointed for a term of one year, two for terms of two years,
two for terms of three years, and two for terms of four years. One member
of the Committee shall be a resident of the James River Basin, one a resi-
dent of the Virginia portion of the Roanoke or Chowan River Basins, one
a resident of the Virginia portion of the New, Tennessee, or Big Sandy
River Basins, one a resident of the Rappahannock or York River Basins
or of the Virginia portion of the Potomac River Basin, one a resident of
the areas adjacent to Chesapeake Bay and the Atlantic Ocean which are
not included in any of the river basins referred to in this section; and two
shall be appointed from the State at large. One member shall be qualified
in matters pertaining to agriculture, one in matters pertaining to industry,
and one in matters pertaining to municipalities. The Commissioner of
Water Resources shall be an ex officio member of the Committee. Not more
than one of the members of the Committee may be a member of the Board
of Conservation and Development. The Committee shall act in a capacity
advisory to the Governor, the Director of Conservation and Development
and the Board of Conservation and Development on matters relating to
water power, resources, development and control, which may arise in con-
nection with the exercise of their powers and duties under this title. When
requested so to do by the Governor, the Director or the Board, the Com-
mittee shall investigate such questions and consider such problems, so relat-
ing, as may be submitted, and shall report their findings and conclusions.
The Committee may also make recommendations to the Governor, the
Director and to the Board on its own initiative. The members of the Com-
mittee shall receive no salaries but shall be paid their necessary traveling
and other expenses incurred while engaged upon the performance of their
duties, and shall be paid the sum of ten dollars a day for each day or
portion of a day upon which they are so engaged.
