Be it enacted by the General Assembly of Virginia:
eu That § 29-81 of the Code of Virginia be amended and reenacted as
ollows:

§ 29-81. It shall be unlawful to hunt migratory waterfowl in the
public waters of this State and the shores thereof from unlicensed blinds,
whether stationary or floating, and any person hunting waterfow! shall also
have a season license to hunt; provided that licenses shall neither be re-
quired nor issued for blinds in the waters, on the islands or on the shores
of that portion of the James River above tidewater.
