An Act to amend and reenact § 32-60 of the Code of Virginia, relating to
the prohibition of towels for common use. (Ht 368]

Be it enacted by the General Assembly of Virginia:
ai That § 32-60 of the Code of Virginia be amended and reenacted as
follows:
§ 32-60. It shall be unlawful for any person, firm or corporation to
place, furnish or keep in place in any hotel, office building, railway train,
epiake station, factory, workshop, public or private school, public lavatory
m, any towel for the common public use, or for the use by
eniplovees in such establishments, and no person, firm or corporation in
charge or control of any such place shall permit in such place the use of
the common towel, or towels intended or reasonably available for common
use by more than one person without being laundered after such use. Any
person, firm or corporation violating any of the provisions of this section
shall be deemed guilty of a misdemeanor and, upon conviction thereof,
shall be punished by a fine of not less than five nor more than fifty dollars;
provided that no towel shall be deemed to be a common towel, or towel
intended or available for common use if tt is a towel arrangement which
has been approved by the State Department of Health.
The amendment of this section shall not affect any act or offense done
or committed, or any penalty or forfeiture incurred, or right established,
accrued or accruing, on or before the effective date of such amendment;
nor shall such amendment apply to any offense committed prior to such
effective date; nor shall any prosecution, cause or action abate solely by
reason of such amendment; nor shall such amendment be construed as
ratification or approval of any towel arrangement which has not been ap-
proved by the State Department of Health. For the purposes of this section
an offense was committed prior to the effective date of amendment if any
of the essential elements of the offense occurred prior thereto.
