An Act to amend and reenact § 82-200 of the Code of Virginia, relating to
the Advisory Hospital Council. s

Be it enacted by the General Assembly of Virginia:
1. That § 32-200 of the Code of Virginia be amended and reenacted as
follows:
§ 82-200. The Governor shall appoint an Advisory Hospital Council
to advise and consult with the Department of Health in carrying out the
administration of this chapter. The Council shall consist of the Commis-
sioner who shall serve as chairman ex officio and not more than twenty
members and shall include representatives of nongovernment organizations
or groups, and of State agencies, concerned with the operation, construc-
tion or utilization of hospitals, including representatives of the consumers
of hospital services selected from among persons familiar with the need
for such services in urban or rural areas. Each member shall hold office
for a term of four years, except that any member appointed to fill a vacancy
occurring prior to the expiration of the term for which his predecessor was
appointed, shall be appointed for the remainder of such term and the terms
of office of the members first taking office shall expire, as designated at the
time of appointment, one-fourth of them at the end of the first year, one-
fourth at the end of the second year, one-fourth at the end of the third year,
one-fourth at the end of the fourth year, after the date of appointment. No
member other than the chairman shall be eligible to serve for or during more
than two successive terms, and incumbency during the current term when
this amendment takes effect constitutes the first of the successive terms
with respect to eligibility for appointment. An appointment to fill a vacancy
shall not constitute a term hereunder. Council members, while serving on
business of the Council, shall be entitled to receive actual and necessary
travel and subsistence expenses while so serving away from their places
of residence. The Council shall meet as frequently as the Commissioner
deems necessary, but not less than once each year. Upon request by a
majority of the. members, it shall be the duty of the Commissioner to call
a meeting of the Council.
