An Act to amend and reenact §§ 80-29 and 80-81, as amended, of the
Code pf Virginia, relating to the Virginia Advisory Legislative
Counci.

Be it enacted by the General Assembly of Virginia:
1. That §§ 30-29 and 80-31, as amended, of the Code of Virginia, be
amended and reenacted as follows:
§ 30-29. There is hereby created a legislative council to be known
as the Virginia Advisory Legislative Council, hereafter referred to in this
chapter as the Council. The Council shall consist of * fourteen members,
who shall be appointed not later than 90 days following the convening
of each regular session of the General Assembly, of whom * five shall
be appointed by the President of the Senate from the membership
of the Senate, and * nine by the Speaker of the House of Delegates
from the membership of the House. The members shall hold office until
the adjournment of the next regular session of the General Assembly,
and until their successors have been appointed. Vacancies in the mem-
bership of the Council shall be filled in the same manner as original
appointments are made, except that if for any reason an appointment
cannot be made by the President or President pro tempore of the Senate
or the Speaker of the House of Delegates, the vacancy shall be filled not
later than thirty (80) days following vacancies by the Governor. The
Council shall designate one of its members as chairman.
§ 30-31. The Council shall meet as often as may be necessary and
at such place or places as it shall from time to time determine. * Eight
members shall consititute a quorum for the transaction of business and
a majority thereof shall have authority to act upon any matter hefore
it for consideration. The Council shall have authority to employ such per-
sons and to engage the services of such research agencies as it may deem
necessary and to fix their compensation, provided the expenses of the
Council for all purposes shall not exceed the amount of the appropriation
made to it. The Council may also appoint such committees as it shall
deem necessary to assist it in investigating and studying matters re-
ferred to it.
2. An emergency exists and this act is in force from its passage.
