CHAPTER 62
An Act to authorize the Governor and the Attorney General to execute,
in the name of the Commonwealth, a deed conveying unto the United
States of America certain submerged and formerly submerged lands
in Hampton Roads for the expansion of the U. S. Naval Base, Nor-
folk, Virginia.

Whereas, the United States is the owner of a portion of a large
area of land on the Hampton Roads in Norfolk, Virginia, all of which
is designated and used as a U. S. Naval Base; and
Whereas, a large portion of the said lands, as originally acquired
by the United States, extended only to the low water line of the Hamp-
ton Roads; and
Whereas, the United States, in the development of said lands for
U. S. Naval purposes, reclaimed certain submerged lands in the Hamp-
ton Roads by bulkheading and filling, and has since erected extensive
ad on the said lands in the interest of the National Defense;
an
Whereas, the United States now has a requirement for expanding
the said Naval Base by reclaiming other submerged lands in the Hamp-
ton Roads so as to provide additional facilities for the accommodation
of naval vessels and for other purposes in the interest of the National
Defense; and .
Whereas, it is desirable that the Commonwealth convey unto the
United States all of its right, title and interest in and to the former sub-
merged lands, heretofore reclaimed by the United States as aforesaid,
and also to those submerged lands now proposed for reclamation by the
United States; now, therefore,
Be it enacted by the General Assembly of Virginia:
1. The Governor and the Attorney General are hereby authorized to
execute, in the name of the Commonwealth of Virginia, and deliver to
the United States of America, a proper deed of conveyance, under the
lesser seal of the Commonwealth, conveying, subject to the jurisdictional
and other limitations and reservations contained in Sections 7-21 and 7-25
of the Code of ‘Virginia, all of its right, title and interest in and to the
following described property:
FIRST: All that certain tract, piece or parcel of land, formerly
being a part of the bed of Hampton Roads and now forming a part of
the lands of the United States Naval Base, Norfolk, Virginia, being more
particularly bounded and described as follows, to-wit:
Beginning at a point forming the southwestern corner of the lands
acquired by the United States of America by Presidential Proclamation,
dated the 28th day of June, 1917, which said lands were then known as
the “Jamestown Exposition Site on Hampton Roads, Virginia,” and which
said point is formed by the prolongation westward of the northern right-
of-way line of Ninety-Ninth Street to intersect with the low water line
of Hampton Roads as then constituted; thence continuing in a western

direction along a prolongation of the northern right-of-way line of Ninety-
Ninth Street 400 feet, more or less, to a point; thence N 5° 23’ W 1500
feet, more or less, to a point; thence N 8° 7 24” E 2550 feet, more or less,
to a point now forming the northwestern corner of the lands comprising
the U. S. Naval Base; thence along the northern boundary of the lands
now comprising said U. S. Naval Base S 84° 39” 10” W 4538.35 feet,
N 84° 37’ 48” E 1272.15 feet and N 84° 35’ 16” E 2250 feet,. more or
less, to a point; thence S 5° 21’ 18” E 1900 feet, more or less, to a point;
thence S 67° 21’ 18” E 2700 feet, more or less, to a point; thence § 22°
38’ 21” W 600 feet, more or less, to a point; and thence N 67° 21’ 18” W
760 feet, more or less, to a point in the mean low water line at the south-
east end of a spit of land at the mouth of Boush Creek, as constituted
on the 28th day of June, 1917, which said point is further shown and
identified in the description of the lands acquired by the United States
by the Presidential Proclamation aforesaid; thence northeasterly, north-
westerly, westerly and southwesterly and following the meanderings of
the low line of Willoughby Bay and Hampton Roads, and along the
waterfront boundary of the lands acquired by the United States by virtue
of the aforesaid Presidential Proclamation, to the point of beginning;
comprising 374 acres, more or less, and being as shown on District Public
Works Office, Fifth Naval District, Drawing No. 44864, dated September
12, 1955, entitled, “U. S. Naval Base, Sewells Point, Norfolk, Va., Prop-
erty Map Showing Original Acquisition, Reclaimed Area and Area pro-
posed for Reclamation.”
SECOND: All that certain tract, piece or parcel of submerged land
constituting a part of the bed of Hampton Roads being more particularly
bounded and described as follows, to-wit:
Beginning at the point forming the northwestern corner of the lands
now comprising the U. S. Naval Base, Norfolk, Virginia; thence through
the submerged lands of Hampton Roads the following three courses
and distances:
N 8° 7 24” E 3207.5 feet,
S 81° 52’ 36” E 3545.74 feet, and
S 13° 51’ 16” E 2318.61 feet to a point in the northern boundary of the
lands forming the U. S. Naval Base; thence along the northern boundary
of said Naval Base S 84° 39’ 10” W 4538.35 feet to the point of beginning;
containing 250 acres, more or less, and being as shown on District Public
Works Office, Fifth Naval District, Drawing No. 44864, dated September
12, 1955, entitled, “U. S. Naval Base, Sewells Point, Norfolk, Va., Prop-
erty Map Showing Original Acquisition, Reclaimed Area and Area pro-
posed for Reclamation.”
2. An emergency exists and this act is in force from its passage.
