CHAPTER 465
An Act to amend and eomnaal § 22-9.8 of the Code of Virginia, which was
enacted by Chapter 148 of the Acts of Assembly of 1954, so as to
provide for an Overall Advisory Council on Needs of Handicapped
Children, its composition, and its duties, and to make an appropria-
tion.

Be it enacted by the General Assembly of Virginia:
1. That § 22-9.3 of the Code of Virginia, which was enacted by Chapter
148 of the Acts of Assembly of 1954, be amended and reenacted as follows:
§ 22-9.3. There is hereby created an Overall Advisory Council on *
Needs of Handicapped Children composed of * twelve members to be
appointed as follows: One member from the Senate to be appointed by
the President thereof, two members from the House of Delegates to be
appointed by the Speaker; one member from the Department of Education,
one member from the Department of Health, one member from the De-
partment of Mental Hygiene, one member from the Virginia Commission
for the Visually Handicapped, one member from the Medical College of
Virginia, one member from the Medical College of the University of
Virginia, and three members, at large, all to be appointed by the Governor.
The term of office of such members shall be for four years, and the mem-
bers appointed by the Governor shall be subject to reappointment for orie
additional term at the pleasure of the Governor. The Council shall meet
at least once a year. The Council shall continuously study the handicapping
problems of children and the various phases of the programs for handi-
capped persons and make such recommendations to the * several agencies
represented on the Council as the Council deems appropriate and proper.
The Council shall also make and submit to the Governor from time to time
such reports and recommendations as it deems necessary and expedient.
Members of the Council shall receive no compensation for their services,
but may be paid their necessary expenite incurred in the performance of
their duties.
2. For the payment of expenses of members‘of the Council there is
hereby appropriated for each year of the biennium beginning July one,
nineteen hundred fifty-six, the sum of one thousand dollars.
