An Act to amend Chapter 288 of the Acts of Assembly of 1924, approved
March 20, 1924, which provided a charter for the town of Salem,
by adding thereto a section numbered 4-A, in order to empower the
town of Salem to enlarge, extend, improve, maintain and operate a
water supply system and sewage disposal system as a single specific
undertaking, and to authorize the collection of rents, rates, fees and
other charges for services furnished by such specific wader tT

Be it enacted by the General Assembly of Virginia:
1. That Chapter 288 of the Acts of Assembly of 1924, approved March
20, 1924, be amended by adding a section numbered 4-A, as follows:
§ 4-A. In addition to other powers conferred upon the council by
general laws, and by this charter, the council shall have power to, from
time to time, enlarge, extend and improve, and to maintain and operate,
as a single specific undertaking, a water supply system to provide a
supply of water to the town and its inhabitants, and a sewage disposal
system, suitable to collect and dispose of sewage and water-horne wastes,
and to charge and collect rents, rates, fees or other charges for direct
or indirect connection with, or for water furnished by, or for the col-
lection and disposal of sewage by, such specific undertaking. As used in
this section, the term “‘water supply system” shall mean all plants, sys-
tems, facilities or properties used or useful or having the present capacity
for future use in connection with the supply or distribution of water,
and any integral part thereof, including water supply systems, water dis-
tribution systems, reservoirs, wells, intakes, mains, laterals, pumping
stations, standpipes, filtration plants, purification plants, hydrants, meters,
valves and equipment, appurtenances, and all properties, rights, ease-
ments and franchises relating thereto and deemed necessary or con-
venient by the council for the operation thereof; and the term “sewage
disposal system” shall mean sewers, pipelines, conduits, pumping stations,
force-mains, treatment plants and works, and all other plants or struc-
tures necessary or suitable for the collection and disposal of sewage and
water-borne wastes, and all properties, rights, easements and franchises
relating thereto and deemed necessary or convenient by the council for
the operation thereof.
An emergency exists and this act is in force from its passage.
