An Act to amend the Code of Virginia by inserting in Chapter 2 of Title
56 a new section numbered 56-49.1 subjecting turnpike corporations
created under such Chapter to exclusive regulation and control by
State Corporation Commission and authorizing any such turnpike
corporation to charge and collect tolls and to establish rules and regu-
lations for the use of its toll road or turnpike, subject to approval by
the State Corporation Commission. P

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by inserting in Chapter 2 of
Title 56, a new section numbered 56-49.1, as follows:
§ 56-49.1. Notwithstanding any limitation contained in any of the
laws continued in effect by § 33-136 of this Code, a turnpike corporation,
created under this Chapter, shall be subject to exclusive regulation and
control by the State Corporation Commission, and may charge and collect
for the use of its toll road or turnpike such tolls as may be reasonably ade-
quate to meet the reasonable costs and expenses of operation and mainten-
ance of such toll road or turnpike and all requirements for payment or
security of principal of and interest on its bonds and other obligations,
lawfully issued for its corporate purposes, and may establish reasonable
rules and regulations for the use of such toll road or turnpike; provided,
however, that schedules of such tolls and copies of such rules and regula-
tions (and any revisions thereof) shall first be filed with and approved
by the State Corporation Commission.
2. An emergency existing, this act shall be in force from its passage.
