An Act to amend the Code of Virginia by adding thereto a new section
numbered 24-45.1 concerning the establishment of election districts or
precincts and voting places therein in cities containing more than
two hundred and thirty thousand population.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia be amended by inserting therein a new sec-
tion numbered 24-45.1 between § 24-45 and § 24-26 as follows:
§ 24-45.1. Election districts or precincts and voting places in certain
cities.—Notwithstanding any other provisions of law, the council of any
city containing more than two hundred and thirty thousand population, that
is not divided into wards, and for which a general registrar has been ap-
pointed, shall establish for such city by ordinance as many election dis-
tricts or precincts therein as it may deem necessary. Such districts or
precincts shall be established so that there shall not be less than one election
district for every one thousand voters or fractional part thereof above five
hundred. The council may alter the boundaries of any such district or
precinct, and rearrange, increase or diminish the number thereof. The
election districts or precincts as now constituted shall so continue until
changed as provided in this section, but no change shall be made in any
of the boundaries of the districts or precincts within thirty days next
preceding any general election. Any change in the boundaries of any such
district or precinct shall be published by the general registrar by posting a
copy of the ordinance at least thirty days before any general election at the
voting place established for such district or precinct and at any former
voting place which is affected by the change. The general registrar shall
establish one voting place for each such election district or precinct, which
may be changed from time to time by him. Notice of.such change shall be
posted by the general registrar at the former voting place and at the new
voting place before any general election.
