An Act for the relief of Marcellus Carter Lowry, IIl P

Whereas, while working the midnight shift on July 15, 1950, Marcellus
Carter Lowry, III, a young man twenty-six years of age, employed as
deputy city sergeant in the Richmond City Jail, lost his entire right arm
when his arm became caught in a clothes dryer; and
Whereas, the State of Virginia carries no insurance to compensate
deputy city sergeants for injuries received in line of duty; and
Whereas, Marcellus Carter Lowry, III, was forced to bear the entire
financial burden of his medical, surgical bill and other expenses, besides
the serious disability which he has sustained; and
Whereas, no relief is obtainable by him from any other source; and
Whereas, it is only just and equitable that Marcellus Carter Lowry,
III, be compensated for his loss; Now, therefore,
Be it enacted by the General Assembly of Virginia:
1. There is hereby appropriated from the general fund of the State
treasury the sum of twenty-five hundred dollars to be paid Marcellus
Carter Lowry, III, on warrant of the Comptroller drawn on the State
Treasurer, as provided by law, in compensation of his loss.
Simultaneously with the payment of that sum, Marcellus Carter
Lowry, III, shall execute and deliver a full and complete release to the
Commonwealth of Virginia.
