CHAPTER 62
AN ACT to amend the Code of Virginia 1950 by adding five neu
sections numbered 54-280.1 to 54-280-5, both inclusive,
providing temporary licenses for certain chiropractors and
naturopaths, creating a Special Board to give examinations
on certain subjects to holders of temporary licenses, and
prescribing how such chiropractors and naturopaths may
obtain permanent licenses.

Be it enacted by the General Assembly of Virginia:
1. That the Code of Virginia 1950 be amended by adding five
new sections numbered 54-280.1 to 54-280.5, both inclusive, as
follows:
§ 54-280.1. Further temporary licenses to certain chiro-
practors and naturopaths; how obtained.—Any person who held
a temporary license to practice chiropractic or naturopathy
issued by the Board under the provisions of Section 1613a of the
Code of Virginia of 1919 as amended, which license expired on
December thirty-one, nineteen hundred forty-nine, and who was
residing and practicing chiropractic or naturopathy in the State
of Virginia on December one, nineteen hundred forty-nine, may
obtain a further temporary license to practice chiropractic or
naturopathy, as the case may be, in this State by applying there-
for to the Board and furnishing to the Board satisfactory evi-
dence of his eligibility therefor under this section. Such license
shall be for a period ending June thirty, nineteen hundred
fifty-six.
§ 54-280.2. Permanent license; how obtained.—Any prac-
titioner temporarily licensed as provided in § 54-280.1
may, prior to June thirty, nineteen hundred fifty-six, apply for
and take Part I and Part II of the examination as provided in
Article 3 of this chapter, and upon passing such examination
shall be awarded by the Board a permanent license to practice
chiropractic or naturopathy as the case may be.
§ 54-280.3. Special Board for examining certain appli-
cants.—There is hereby created a Special Board of Examiners
in Basic Science, to consist of three members appointed by the
Governor prior to September one, nineteen hundred fifty, from
the faculties of the accredited colleges and universities in the
State, none of whom shall be a practitioner of any branch of
the healing arts. Appointments shall be made for terms ending
June thirty, nineteen hundred fifty-six, with vacancies filled for
the unexpired terms, and the Governor may remove any member
for cause. The Special Board may adopt rules for its procedure
and for the conduct of examinations. Unless extended by ap-
propriate legislation the Special Board shall cease to exist on
une thirty, nineteen hundred fifty-six. Each member of the
Special Board shall receive ten dollars per day for each day
actually employed in the discharge of his duties, together with
all necessary expenses incurred. The compensation and expenses
of members and the necessary expenses of the Special Board shall
be paid out of the State treasury on warrants of the Comptroller
issued on vouchers signed by a member of the Special Board
authorized by such board so to do.
§ 54-280.4. Examinations by Special Board.—During No-
vember of each year of its existence the Special Board created
under § 54-280.3 shall conduct an examination in the City
of Richmond on the following basic science subjects: anatomy,
bacteriology, elementary chemistry, pathology and physiology.
The time and place for holding each examination shall be fixed
by the Special Board, and notice thereof shall be given to each
applicant registered therefor. Applicants desiring to take any
examination shall register with the Special Board not later than
October fifteen of the year in which the examination is given.
Any person who holds a temporary license as provided in
§ 54-280.1 may apply for and take the basic science exami-
nation provided for herein, which examination shall be in lieu of
Part I of the examination prescribed in § 54-298. The fee
for the examination shall be twenty-five dollars, which shall be
paid by the applicant before the examination is given, and shall
be deposited by the Special Board in the State treasury.
The Special Board shall prepare the questions, give the ex-
aminations and grade the answers, and shall award a certificate
of proficiency to each applicant who makes an average grade
of not less than fifty per cent on the subjects embraced in the
examination. Any applicant who fails on an examination may
take subsequent annual examinations provided for herein upon
paying the fee required therefor.
§54-280.5. Names of persons passing examination certified
to Board; how permanent license obtained.—After each exami-
nation given by it the Special Board shall certify to the State
Board of Medical Examiners the names and addresses of all can-
didates who have successfully passed the examination and ob-
tained the certificate of proficiency authorized by § 54-280.4.
Any such certificate holder may thereafter take Part II of the
examination prescribed for chiropractic and naturopathic can-
didates in § 54-299, and upon passing such examination shal}
be awarded by the Board a permanent license to practice chiro-
practic or naturopathy as the case may be.
