CHAPTER 499
AN ACT to amend Chapter 11 of the Acts of Assembly of 1947,
approved January 29, 1947, as amended, which provided a new
charter for the town of Phoebus, by adding a section numbered
4-c conferring certain additional powers upon the town.

Be it enacted by the Genera] Assembly of Virginia:
1. That Chapter 11 of the Acts of Assembly of 1947, approved
January 29, 1947, as amended, be further amended by adding a
section numbered 4-c as follows:
§ 4-c. In addition to other powers and duties conferred upon
the council, the council shall have the following additional powers:
(a) to require and compel the abatement and removal of all
nuisances within the said city, or upon any property owned by said
city, without its limits, at the expense of the person or persons
causing the same, or the occupant or owner of the ground whereon
the same may be; to prevent and regulate slaughter houses, and
soap and candle factories within said city, or the exercise of any
dangerous, offensive or unhealthy business, trade or employment
therein; to regulate the transportation of all articles through the
streets of the city not inconsistent with the general law; to com-
pel the abatement of smoke and dust; to regulate the location of
stables, and the manner in which they shall be constructed and
kept ;
(b) to have power to make such other and additional ordinances
as it may deem necessary for the general welfare and health of said
Town; including the passage of any ordinances paralleling the
general laws of the State of Virginia, not inconsistent with the
Acts of the Assembly of Virginia or the Constitution of Virginia
or the Constitution of the United States. |
2. An emergency exists and this act is in force from its passage.
