AN ACT for the relief of Roger B. Lang.

Whereas, Roger B. Lang of Charlottesville, Virginia, was on
June 6, 1949, a laborer in the employ of his father, L. L. Lang,
working as a bricklayer on the new State Geological Survey Build-
ing and was on that day caused to suffer a serious and violent
injury due to the negligence of an employee or employees of the
University of Virginia who were grading or excavating preparatory
to the erection of maintenance shops for the University of Virginia
and set off a dynamite charge with too heavy a charge and/or too
close to Roger B. Lang without any warning having been given,
as a result of which Roger B. Lang’s leg was broken in a com-
pound fracture by a large rock; and
Whereas, as a result of said injury he has undergone much pain
and suffering and was for a long period of time unable to pursue
gainful employment as a result of which period of unemployment
he suffered a pecuniary loss of $1573.12; and
Whereas, no relief can be had from other sources and it seems
only fair and just under the circumstances to grant relief to him;
now, therefore,
Be it enacted by the General Assembly of Virginia:
1. There is hereby appropriated from the general fund of the
State treasury the sum of $1573.12 to be paid Roger B. Lang on
warrant of the Comptroller drawn on the State Treasurer as com-
pensation for his loss caused by one of the servants of the State;
and deliver the same to the said Roger B. Lang upon him executing
a proper release or receipt acknowledging receipt of said sum in
full of all claims against the Commonwealth of Virginia by reason
of the foregoing; and the said amount of $1,573.12 shall be charged
against funds appropriated for the operation of the University of
Virginia.
