AN ACT to amend the Code of 1950 by adding a section num-
bered 46-259.1, authorizing certain counties to provide for
the installation of parking meters on designated State high-
ways, streets and roads therein, and to provide for penalties
for violations of regulations issued hereunder. rH381

Be it enacted by the General Assembly of Virginia:
1. That the Code of 1950 be amended by adding a section
numbered 46-259.1, as follows:
§ 46-259.1. Parking regulations and meters in certain
counties.—The governing body of any county having a density
of population in excess of two thousand per square mile may by
ordinance provide for the regulation of parking on State high-
ways, streets and public roads within its limits designated in
such ordinance, including the installation and maintenance of
parking meters and requiring the deposit therein of coins of
denominations to be prescribed in such ordinance, and the
determination of the times during which vehicles may be parked.
Such ordinance may authorize the county manager, chief of
police or other designated officer of the county to classify vehicles
with reference to parking and to designate the time, place and
manner such vehicles may be allowed to park on such desig-
nated highways, streets and roads. Such ordinance may also
prescribe penalties for failure to comply with the regulations
established thereunder; provided, however, that parking shall
not be regulated under the provisions of this act on any high-
ways constructed and maintained by the State Highway Com-
mission except in accordance with a plan for the regulation of
parking thereon approved by the State Highway Commission.
