CHAPTER 240
AN ACT to add a new section to the 1950 Code of Virginia, desig-
mated as § 8-140.1, to provide for the operation of a lime
grinding plant in Bland County, Virginia, by the Director
of the Department of Welfare and Institutions to employ
convicts; to sell lime and by-products; and to retain the
proceeds therefrom for the operation of the plant. + HL 550 1

Be it enacted by the General Assembly of Virginia:
That a new section be added to the 1950 Code of Virginia,
to be designated as § 3-140.1, to read as follows:
1. § 3-140.1—Director to acquire lime grinding plant in Bland
County. The Director of the Department of Welfare and Institu-
tions is authorized and empowered to acquire by gift, purchase or
lease suitable limestone lands or quarries in Bland County, Vir-
ginia, to establish and operate a lime grinding plant for the em-
ployment of convicts, and to sell agricultural lime and by-
products therefrom, subject to all of the applicable provisions
of this chapter; provided, however, all proceeds derived from
the sale of such lime and by-products shall be retained by the
Director as an operating fund for such lime grinding plant.
Zz. An emergency exists and this act is in full force from its
passage.
